Cactus adoption… healthy?

Hey yall!!

So today I found this abandoned snowy white prickly pear cactus on the curb in NYC, and I was wondering if you guys had any advice for care? Its soil is bone dry and it’s a bit droopy in some places. It has a few flaws like holes and scratches, but overall is big and bushy and seems healthy. Other than that, just let me know what you guys think!
