Is there a reason for this axe and sword placement?

Seen a lot of good axe players (Swight, JackerAcid, Aximity, Raign, ImRedz, et.c.) have this relative layout with axe in slot 1 and sword in slot 2/3 which is suboptimal because of the tick lockout. Is there any reason why they do that besides, i guess, habit?

How do i get better?

Recently picked up axe pvp, got this nice clip. The issue is that whenever my opp knows how to bow spam i am cooked, sadly
