I have some 4"x4"x20.5" wood blocks I cut up. Now I need help figuring out a way of cutting those to 4" x 3.5" and sanding them smooth on all surfaces.

Was trying a DIY project, it's not gone well! 😂 Appreciate the help in advance!

Edit: I'm in a small town in Arkansas. Removing the part that said I'd bring it to someone for a reasonable price. Would love advice on the right tools from this subreddit please!
