So I really want to make myself a halloween costume this year. And I know, I probably should have started sooner.

I really want to do a risque team rocket grunt from Pokemon Go and I drew up this design as a concept.

HOW can I possible achieve this?? Taking any and all tips!!

Also considering thrifting. I already have the boots but otherwise.. Am I cooked?

Edit: I also have sheer fleece leggings for underneath!
