House Bill 1211, filed by Zamboanga 1st District Rep. Khymer Adan Olaso, would cover officials from the President down to barangay officials, including appointed officials, military, and police.
Before any execution, the conviction would need to be affirmed by the Supreme Court, undergo automatic review, and exhaust all legal remedies.
Supporters argue corruption robs Filipinos of essential services and development, and deserves the strongest possible deterrent. Critics point to the risks of wrongful convictions, political influence, and an imperfect justice system—especially when the punishment is irreversible.
The Philippines abolished the death penalty in 2006, so this still has a long legislative and legal road ahead.
