Front wheel and handlebars not connected to frame correctly and I'm lost

I got this bike in seemingly perfect condition three days ago, the guy loosened the handlebars via the not facing directly upwards then tapped on it to loosen which freed the wheel from the frame, since getting it home I have put back on in the exact order directed and tightened every nut I can to the furthest point I comfortably can without fear of stripping threading but I don't know the first thing about bikes aside from tighten the loose bits so I need assistance. Any if I turn the handlebars too fast the wheel either stays where it is or it will move and simply come loose and start wobbling independent of the handlebars. My theory is I have to take the handlebars off completely and adjust the connection point between them I just don't wanna fuck something up in the meantime.
