Does Optimum allow/provide conduit for underground burial of their internet cables? Or is this an option for their customers?

I am looking for recommendation for someone to install a water softener in McKinney TX. I was quoted $5500 and additional $2000-3000 for leaving the outside hose bib untreated and that would I have them needing to cut my living room drywall which I didnt expect. That is for labor alone. Does installation really cost this much? Any recommendations?
