Apartment charging amenity fee and reservation fee

Does anyone know if it’s legal for an apartment complex to charge a monthly amenity fee and then request a space reservation fee for the grills that are supposed to be included in our monthly amenities? My complex sent out an email indicating that a gathering of more than four people requires a reservation at a rate of 150 reservation fee +75/hr

This seems unreasonable. I am in a rent stabilized unit but even without that this seems unreasonable for everyone in the building.

Has anyone else had this happen? I was killing guards in sneak to harvest armor to fence. Anyways after about 10, even though I was definitely in sneak, they arrested me “you’re the one behind all these” thought it was interesting!
