Which City department handles installation of garbage cans at bus stops?

There's a particular bus stop on Happy Valley Rd that ends up with tons of litter all over the place all the time, and it's especially annoying to deal with on windy days. Sometimes it's Starbucks/Slurpee cups. Sometimes it's takeout containers left scattered around. Sometimes there are literal dirty diapers. The bus stop has plenty of space for a garbage can (and the stop just down and across the road has one!).

I understand that the City is responsible for installing and maintaining garbage bins at bus stops. In July last year, I tried to contact the City of Langford through their contact form on the City website, and received no response. At the end of August last year, I contacted the Engineering department as I was informed that it should fall under their purview, and I still received zero response.

Now that the anniversary of my first attempts to reach out has arrived, I'm wondering who else I should be trying to contact? Has anyone had success contacting the City in relation to public garbage cans?

Ice blocks

I've been looking for ice blocks (instead of cubes) to put in the camping cooler. I stopped at a couple of convenience stores and they were only selling bags of cubed ice, not blocks. Any solid leads on ice blocks specifically?

Memorial on exit 14 off-ramp towards Millstream?

Sorry if this has been answered - I did some scrolling and keyword search but nothing came up.

Does anyone know anything about the roadside items/memorial on the Hwy 1 off-ramp towards Millstream (exit 14)? I noticed it a few months back while driving home after work, then all the items disappeared. It has recently reappeared with slightly different items but we're usually moving too quickly for my passenger to get a good look.

The first time I noticed it, there looked to be a blanket or large flag draped over the concrete barrier on the shoulder with a bunch of bottles holding it down. This time, there are different bottles maybe and a pair of skates?

It seems deliberately maintained and not just a bunch of junk, so I'm wondering if there's a specific story behind it and if it is an actual memorial?
