can return to sender take several months internationally?

I had a letter get import cancelled by customs back in January and haven't heard anything from the sender about them receiving it yet (they're in China). usps told me it was marked return to sender so they have no tracking updates for it either. it's been several months already so I just wanted to know if this is normal...? I'm aware the current world climate might be affecting things but idk 😅 any insight would be appreciated..

stuck in the account information section of number transfer

hi! i'm posting this on behalf of my sister. she's trying to transfer her number from att to mint but in the step by step process on the mint app, when prompted for her zip code the first time (i think for the profile info?) she entered her zip code as our home address and then for the phone account information she put the zip code of our parents billing address, since we had a family plan with att and that's the zip code that was used. i think the discrepancy with zip codes is causing some issues with the transfer, they mention that the zipcodes need to match, and so the transfer keeps failing (and i got MY transfer to work because i used our parents billing address both times). she's called mint mobile a bunch of times to clear up her transfer requests so she can try again, but there's no way for her to go back in the process and change the zip code to the correct one. is there a way around this? the app literally doesn't let you restart the transfer process, she's more or less stuck on the screen where you enter the zip code a second time right before you confirm and submit the transfer request so she's unable to fix the discrepancy through the app. and mint staff didnt offer any solutions to this either when she called.
