Hello po sa mga nag wowork npo sa SK gaano po katagal kayo na hire after passing the eps?

Neighbors dog is free roaming no leash got run over by SUV (sleeping under the car driver did not see it) dog is alive but is paralyzed on its hind legs, surgery is 60k they asked help from the driver but got angry wont pay even a little and insisted they talk in the barangay, my question is can they force the driver to fully pay all medical expenses under the animal welfare act?
