Need help with local service campaign

I've been running meta ads for over 6 years. Most of my experience has been around high-ticket products and services, including for B2B.

This is my first time managing an ad account for a local service business.

They're based in Orlando, FL, USA.

Running a campaign for residential painting.

Have a small budget to start with, $30/day.

I've launched their first native lead form campaign already, have generated 5 leads, none of them converted (which is okay at this stage), the CPL is currently $42 which is what's bugging me.

I've kept the campaign structure very lean. 1 campaign, 1 ad set, 5 ads (each a different creative angle).

I'm kinda sure its the creative that's the culprit, and have even started producing the next set of creatives. (5 ad sets x 4 ads, each ad set would be a creative angle, and each ad would be a variation).

But I'd appreciate any suggestions and advice from peeps who have more experience for local service meta ads.

TIA
