Incredibly newbie.. working on an important part and messed it really bad.. please help

The two holes on right side both have an m3 tap stuck in them . I will provide the photo of the broken tap in comments, but from a friend's judgment, it's probably hss covered in some hard metal ...

Now I cant remake this part due to tight deadline but I have gotta make work of atleast one of these holes.the right on has a tap down 3 threads, and is fixed incredibly hard.. nothing can take it out in years.. the left one broke at the start., and has 1mm tip out (tried and ruined like 3 tweezers, and even the smallest nose pliers are too wide).

From my understanding, I can not drill them out directly, but I need that hole. The material of the part is MS. I am in a resource constrained environment. Please tell me what to do.

Should I just grind the left ones top, and drill it with some tungsten carbide 3.5mm drill bit? Or should I do smth else. I tried searching, but could find anything except people just getting them out due to experience...

Any help will be appreciated 😔
