I was in the train today and noticed someone reading (not watching) what looked like a manga on his phone featuring a black-scaled lizardman/dragonborn protagonist. It was in colour. He didn’t look intimidating and he wasn’t a knight, but rather wearing robes or a tunic. The text was in English, so it has to be accessible on the internet and in English.

That’s all the hints I have. Sorry if it’s vague, but if somehow, you guys can throw shots in the dark, I’ll tell you if you’re close
