Hey all,
I live in a small condo building with 7 units. Only 3 of us owners have served on the board for the last 5 years. The other 4 owners don't want to serve and don't show up to meetings, but do expect the building to be maintained, and of course email us with questions and complaints.
We existing board members have led a lot of projects in the last 5 years and are ready for a reprieve, but there isn't a lot of interest from the other 4 owners who have not served. What can we do? Some ideas we've tossed around follow below. We are not sure what is legally allowed:
-Could we amend the bylaws to require a 3-year volunteer term of service for all owners, since the building is so small?
-If someone refuses to serve, can we charge a fee?
-Alternatively, can we offer incentive for people to serve? Like reduced HOA dues during the 3-year board term? We wouldn't want to have people indefinitely compensated for being on the board, but maybe for a set term.
Trying to think creatively here about how to make the work of the board more fair. Otherwise, it's just the fast track to burning out.

I'm looking to stain and seal a small deck (about 12 feet x 6 feet), and quotes are coming in all over the board ($500-$2500). It's on the 3rd floor and will require ladder work, so I need someone licensed and insured in DC, but the big roofing companies I've contacted are all over $2k. For comparison, the cost of materials to do this myself would be $300, but it's a ton of work and I'd rather hire it out. The lower quotes all came from folks who turn out to have lapsed licenses in DC.
Does anyone have a good recommendation for an affordable home improvement contractor with active licensure and insurance in DC?
Wondering if I’m fair olive because I have such a hard time finding foundation or lip color. My dermatologist said my undertone is blue/yellow, and I have just one foundation (Glo Minerals Golden Light) that actually matches. Everything else is too peachy. The redness around my chin is rosacea (so fun!). My heritage is Sicilian/Celtic, so I tan easily despite the sensitive skin. If you don’t think I’m olive, thoughts welcome on what else to look up. All I know is the red/pink/warm undertone stuff doesn’t match me at all.
