Thinking of booking a flight from SFO to Vancouver, how strict is the baggage check? In your experience, did they check at the checkin counter as well as at the gate? Did they check both carry on and personal item?

I’m thinking of purchasing a flight ticket from Etihad from JFK to Abu Dhabi. Has anyone taken that route and how strict is the 7kg carry on weight? And was personal item bag checked too? TIA!
