How to close bank account?

I have seen the advice that SOP for closing a bank account is to zero it out and then close. That is what I assumed I would do.

However, the exact reason I am closing the account is because I keep getting hit with automatic charges for subscriptions I previously cancelled. I used Chase Visa Debit card to sign up for those things, and Chase claims to have no way to actually block those payments. So I'd rather just close the account and switch to Sofi.

Got the Sofi account set up and my paycheck going there. My view is that I should be able to transfer all money out of Chase, and close it, but now I am worried from what I am reading that any recurring payment from that account, legit or not, could reopen it. What should I do?

Entire thing is pretty BS; it's my money, and I should be able to choose if the payment continues. If I don't pay the merchant, they should/can simply stop providing the service.

edit: I should also clarify that the original debit card I used to sign up got cancelled and I got issued a new one. I assumed this would stop the issue, but it did not. Visa is apparently facilitating payments from the merchants even though they lack the new card details.
