Only noticed this in the last couple of days , but I’ve been getting deliveries marked as packages , only it’s people looking for a taxi ride instead

This is in a city where I don’t think uber is licensed as a taxi firm . Is this a new thing where packages can be used as a loophole legally to get a ride , or is this customers making a mistake when using the app ?
