Flow rate 1 test not right

Has anyone else run into this issue? I slice the flow rate 1 file, and it shows flat, straight lines, but on the printer it comes out with concentric circles. And before someone asks, no, this is NOT the YOLO file (i resliced/reprinted to be sure).

I am printing on an ender3 v3 se, with a brand new .6mm nozzle. I am slicing using orca slicer, with the default profile for that printer (but adding some flow rate for bottom surfaces, and slowing the acceleration speed to 1000mm/s) I am trying to dial in some petg filiment, but am having the hardest time fixing this. It appears like the print is under vaccume, and the edges are further out than the flat sides. It's hard to explain, but I have pics

Here are the things I have tried:

This is a new roll of filiment, so its dry

slowed down the print.

Increase flow rate

Update the firmware to creality 1.1.0 (it was at 1.0.4)

Change the default speeds on the printer itself

Any other ideas? The walls should not look like it is under vacume. What is causing the sides to shrink so much more than the edges?
