I’ll play regardless but curious of the community opinion

I’m playing for the first time and when the graffiti mechanic was introduced I loved it and bought as many as I could and tagged everything I saw. Then I started dealing with the Cartel and I’m out of spray and painfully slow to remove influence. Any fix or am I screwed?

I bought a prebuilt pc off Facebook recently. I’m absolutely brand new to pc gaming but my friends moved on from console and I wanted to follow. Here are my current specs

RTX 3060 Ti 8GB - gpu
• Ryzen 5 3600 (6 Cores/12 Threads) - CPU
• MSI B450 Tomahawk Max - motherboard
• 16GB DDR4 3200MHz RAM
• 500GB NVMe SSD
• 650w 80+ Bronze PSU
• Inwin 103 Skytech w/ 4 RGB Fans

A few games work fine but I often experience games crashing or not launching at all. From what I can find online it seems like my cpu may be bottle necking my gpu, or I have a memory stability issue. I’m very pc illiterate and so are my friends who have one so I’m hoping someone here can help.

Basically my question is if I buy a new cpu (ryzen 5 5500) and a new ssd (wd_black sn7100 1tb) will that work on my current set up and possibly help?
