If the age of consent is 16 in 30 US States, 17 in 7 US states, and 18 in only 13 US States, why is the Internet's age of consent 18?

Think it's pretty obvious why I'd be afraid to ask but seriously in most places the age of consent is 16. Most of Europe has it between 14 and 16, China has it at 14, 16 in another large Asian country

I work for a government contractor preparing for disclosure

If anything happens to me, they did it to me.

They're steadily preparing for disclosure. It's taking too long though.

Truth is, the universe is incalculably vibrant and filled with life. But we're tremendously far behind, to the point that we're uninteresting. Our planet? Not particularly interesting. Not particularly resource rich. Not particularly cultured. We're the Barstow of the Galaxy, just a place to drive through and grab a burrito.

The reason disclosure is being delayed is because governments aren't ready to answer the questions we're going to have, the answers they have are incomplete. "Can we defend ourselves? Do we need to? Can we communicate with them?"

No. Truth is the government doesn't know that much because aliens don't really care enough to explain themselves to us. Frankly we're not interesting.

So disclosure will be both destabilizing and unsatisfactory. We know we're not alone, were not unique, we're not special, but we don't know what the status quo really is nor will there be any benefits to disclosure. We won't have access to the new technology or information about the universe. We have nothing of use, just uncertainty.
