Is this tall bushing between the steering rack and crossmember OEM?

New to me 2014 with a 3” lift. The steering rack comes into contact with the oil pan. Are these rack bushings/spacers correct? Originally I was thinking motor mounts were sagging but the double washers at the bottom of the rack bolts made me question the rack assembly.

Two sealed bags over a year old. Stored in a cool, dry location in a ziplock bag. Don’t smell funkier than normal 😆. Curious if they looked ok, if not I’ll toss them.
