Anyone else get randomly charged $19.99?

My value plus order has been in grading for 3+ months, and I just got charged $19.99 on my credit card. Anyone else?

Update: I spoke with customer service and they stated that I was never charged for shipping when the card was initially sent in May.

What do you guys think of the condition?

2+ months stuck in grading…not sure what that black spec is on the front of the card, because it certainly wasn’t on the card when I sent it in.
