Why is it translated"witness to Him" in the Recovery Version in Acts 22:15?

I came across this verse and I'm pretty confused about what the preposition "to" means in "witness to Him" and why it's translated "to" instead of "for," which is more intuitive and what most other translations use.

"For you will be a witness to Him unto all men of the things which you have seen and heard." (Acts 22:15) Recovery Version
