Public Address Announcements On Everon Giving Away Presence?

Hi all.

I have two quick questions:

A friend of mine claimed that when the PA system goes off (say, when you enter Saint Philippe) it gives away that an enemy is in the area. For example: US controls Saint Philippe. A USSR player enters the town, thus triggering the PA announcement. Is this true?
What are they saying on the PA systems throughout Everon, anyway?
