Anyone had any success from getting any sort of reimbursement from damage via pothole in bergen? Found out the road that had the pothole which cost me $380 in tire change was country road and not state. Do I need to file a Notice of Tort Claim to the county? Or do I just call them?

I blew one tire to a complete flat from running over a pothole. Do I need to replace two tires on the same axle or am I fine with just replacing the one blown out tire? The tires are pretty old and if I put one new one in it wont be the same. FWD
