What research should I be skipping?

There's a lot of "it depends" going on in this game about what's right, but what are the technologies that almost never pay off to get? There are a couple that never seem to work right for me because of timing (they would be good if you could build the stuff in them when they unlock, but the unlocked buildings are too expensive considering where they are in the tech tree).

Was looking at monk/bard/?

I was leaning towards non magic third, but don't know what war, rogue, or ber gives me. Any help would be nice.

What's the strat with city level?

So I just recently started playing, and I'm trying to figure out when I should be upgrading my city level. Is it something you try to do immediately with whatever you have? Do you wait for for industry or science materials to do it?

I'm not even sure if that's the tech to focus on, but it seems pretty common because those two tend to be useful regardless of race of victory condition. Any tips, tricks, or suggestions would be useful.
