Unidentified Bush? Shrub?

Walked by this bush on our dog walks for about a year and love it, but can’t manage to identify it!

Considered Sweet Gale, but I think that doesn’t flower? Plant identification app says Sweet Daphne, but the leaves don’t look quite right to me.

We’re in 6b, it’s about two and a half feet tall and four wide, flowers early May and smells very fragrant. It smells good the rest of the year, through not as strong as when it flowers. It seems to be perennial. The leaves stay green all summer and brown in November.
