Should a drawing game include paper?

Working on a pen-and-ink drawing game (dry erase isn't appropriate for this game), and I'm working through different form factors for the box. Assuming that each play-through requires one rectangular sheet of blank paper and that the game includes pens:

  • Is it important that paper be included with the game?
  • If not, is it important that paper be able to fit in the game box for storage?
