Partner is looking to upgrade from extremely limited laptop to desktop PC for video editing - advice sorely needed

My partner is looking to upgrade from a laptop he was basically mis-sold to a desktop PC.
He is currently using it for multimedia editing- largely videos for promotional and social media use, podcasts, that kind of thing.
He currently has an 8GB RAM laptop which really isn't cutting it (no pun intended)
I only really have experience in putting together a fairly modest gaming rig: I picked up a 16gb AMD Ryzen StormForce pre-built machine, and then added an RTX3060 12Gb, which is absolutely plenty for me to stream and game at modest outputs. (I don't need 4k gaming and 120hz frame rates, etc.) But I've noticed it does handle some reasonable video editing.
If he goes for a similar setup ( a 16gb CPU pre-built, with space to add a 12gb GPU and a beefier PSU), is that realistically gonna be enough for him, or is it genuinely worth shelling out another few hundred quid for 32GB of RAM
Similarly, the older 12gb GPUs are a bit harder to come by, is a modern smaller RAM GPU and a bigger CPU the way to go?
