How to report worksite?

Hi, finished my last day but I only recently found out that my worksite might not be SYEP compliant. I had a really bad time but not because I was singled out- the place I worked at had terrible physical conditions and I found out the non SYEP workers get paid way over minimum wage just to put up with this horrible place (the job requires no special knowledge.) The communication in the worksite was really poor and I would be talked down to for following orders from another supervisor when the other would say something else... I don't think these workers are fit to work around younger people they're responsible for training.

Apparently, we have a site monitor but she would always come on days I don't have work and I'm the only SYEP person there. I don't get the point of even having one come when I'm not there?

Also, my shift is way over 6 hours and my lunch is 20 minutes (paid). Is that allowed?

I don't know if they're breaking any formal rules or anything but I don't want any kids in the future working here when they could've been more comfortable at the other worksites learning the same skills in a more professional setting. I'm also really paranoid of being retaliated against so I want to report anonymously.

Should I try to transfer for sophomore or junior year with poor high school record?

I had good grades in high school (W 4.0) but I had a severe downward slope in courseload rigor. I had way too free periods in junior year, and in senior year, I only took ONE academic class. It's a long story, but basically I had a lot of responsibilities and obligations including taking care of a family member, contributing to bills, and during senior year, I was attending a trade school alongside my high school so I can have a safety net. I was offered an apprenticeship in very competitive local union, but they allowed me to hold onto the offer so that I can attend college.

I'm a Mech E. major starting in the fall and I'm already involed on campus in the engineering club related to my career goal. Established some other extracurriculars including a volunteering commitment and a part-time job with plans for other things. I think my targets are JHU, Duke, Cornell, Notre Dame, Northwestern and some other schools. My main goal is to go to a school that offers more resources than my current school (which is a very low bar) and offers a lot of private financial aid.

My main concern is that I started almost all of these activities after high school and I feel like it wouldn't look good if I've only committed to all my listed extracurriculars for a single semester at the time of applying. My HS extracurriculars were weak and random because I was too busy with the stuff mentioned above. I scored a 1470 (I think RW750 M720) on SAT without any prep, not sure if that means anything but I'm willing to retake?

Basically, I heard you'd be better off at your target school if you apply for sophomore year, but I have a shitty high school record. Should I hold off until junior year or still try to apply during the next cycle?
