I see that Wavestrider relic set has been the most recommended forever, but I've heard some people suggest the new Navigataor set from Planarcadia is strong on him. Which should I invest in?

I know GDI can do it but rarely get the chance to, and I think the other factions can't. It just feels like an innate disadvantage for infantry in what's already a tank-heavy game where they can lose so much. That one heroic Zone Trooper without his three buddies only does so little compared to a heroic vehicle of the same cost
