What do yall use as a backup to Google maps when your cell phone service drops?

I live in a development, and the road going around the development is wide enough for 2 cars. I live off a busy 45mph zone highway where most people do about 60mph. Anyway, when you get into the development its straight for a little, and than a turn. At the straight part you have 1-5 cars parked in the street on the one side. Sometimes these morons park on both sides, and in the grass. So the turn that is easy to see if somebody is coming is now a blind spot, and got cars parked all over.

Not to mention when you have 1 car parked in the street the person on the same side as the parked car usually swerves into oncoming cars to pass. I already had to go off roading in my development to avoid a head on collision. Person kept inching over more and more forcing me off the road completely or hit them head on.

I am really tired of this, but not sure who enforces this issue? I have an HOA, but until they start towing cars or fining them nothing is going to change. Not sure if the county would do something or not. I have a dashcam so I can provide pics, and video footage to whoever I need to reach out to. Or just leave it alone until an accident happens since nobody cares.

These titles are expensive. Was wondering if anybody on reddit has tips to finding deals? I tried thrift stores, and found some of what I was looking for, but no luck on these titles.
