parents won't take my dog to the vet should i take her myself?

i'm 19 and currently home from uni, my dog is 10 or 11ish and i'm the only one who seems to be really worried about her health. Everyone is aware that her heath is rapidly declining, she walks slowly and can only really go on 20- 30 minute walks, she is constantly panting ( over 40 breaths a minute) or wheezing and i'm pretty sure she fainted earlier today but i was the only one present.

My mum has always been weird about talking anyone in the family to see medical professionals, like i got chemicals in my eye when i was about 16 and she refused to take me to the hospital for about a week and a half. i'm blind in my right eye now and the only reason she took me is because i woke up screaming at 4am.

She keeps on saying that a vet won't do anything and she's just old but i genuinely believe my dog is in pain. it feels important to add it's also not about money.

i'm technically an adult and therefore am cable of talking matters into my own hands but i can't tell if i'm being dramatic and these are just typical signs of old age or if i should talke my dog to the vet myself.
thanks for any advice
