Vapor barrier or no?

Some background. I am remodeling my home office and stripped everything down to studs.

House was built in 1977 and has a brick veneer so getting access to the exterior sheathing isnt practical. It originally had I believe an R9 or something like that. I doubt it was truly r9 after 50 years. I have replaced the insulation with r15 rockwool. I am on the Eastern coast of VA.

So do i need a vapor barrier like Membrain or no?

I am currently in the process of remodeling some areas of my home and I was considering replacing the ductwork as i go as its 50+ years old and not air sealed at all.

I currently have four 5 inch supplies running in the basement. I believe it is around 600-800 square feet. I had some 4 inch flex laying around from another project. Can I use those to replace the 5 inch or should I get some actual 5 inch to replace them with?

I know going down in size reduces cfm but im not sure how much of a difference it would actually make.
