How do I go about rebuilding my credit after years of fraud?

Hello all, I am trying to rebuild my credit score after I found out that my mother has been taking out loans in my name for about 5 years. She is currently incarcerated so of course those loans aren't being paid back and I don't think she even thought about paying them back in the first place. I am now 20 and want to buy a car/go to school and cannot get approved for anything because of it. I was told to get a detailed credit report, email the borrowers, and try to file a police report. Anything else I could do? Any advice? Thank you!

My brother and I (both 20) have lost both of our parents to the legal system and have been left to take on life. While I was at school he moved us into a duplex. My mom's room is filled with boxes, junk, mouse pee & poop. We had a mouse issue before I came back that he ignored for THREE MONTHS. Anyway, i had the house professionally cleaned and when I asked if he wanted her room cleaned/decluttered he said no. Since his name is on the lease and he pays bills, i had to respect this wish.

He has had his ferret for about a year, it was his graduation gift to himself. When I came back I noticed he was not taking care of him properly (or my dogs) which left me taking care of him. He'd scratch up the carpet, beg for water and food that I eventually ran out of and didn't get more of because he said he would. I was okay with doing this because he was always at work/volunteering and my job was to manage the house while he paid bills.

About a month ago my brother got a new girlfriend and moved his ferret into my mom's room. I questioned this because of the pee/poop from the mice. He reassured me that he'd be okay and to stop worrying about his pet. Okay, I backed off. This was until I noticed the ferret was not scratching or making noise like he usually did. I started to ask him about where he went to which my brother told me to stop asking him & to worry about my own business.

Okay, well now it's been a month and there is a smell coming from the room and seeping into the bathroom, they're connected. I am assuming that his ferret has passed on. I am very upset that I didn't do more to save him and I should have done something before it got to this point. However, this is not my pet. I have my own pet, job, education, and life to account for. Every time I have asked him about it person he tells me to stop "bitching" and that I don't really care in the first place. I have documented texts of me asking him what's going on with him to which he never responds.

What can I do? Who can I call? I have already tried to go in to look for him, but I couldn't. It is also very emotionally taxing and I don't know what I would have done if I found him. I am a sensitive person and I have cried multiple times because I feel so so upset about his negligence. I am worried legally as well because of the biohazard it is causing. I have a dog, we have neighbors with young children. I'd hate for anyone to get sick. My main concern is that my brother has zero empathy or urgency about this and has continued to bring his girlfriend over while his pet is rotting in the room next to him. Very disturbing. How do I instill common sense into him?

This isn't the first time he's shown no remorse for an animal in need, while I was at school he neglected our two dogs which lead to me having to put our elderly one down. He'd let him bleed out in the floor while I'd go out on the weekend and not clean him up, give him the medicine, take them out or feed them. I now cannot leave my other dog in his care when I am gone because I know she will not be taken cared of.

Anyway, please send advice. I desperately need it.
