Ruckus speeds up to 25 mph full throttle then bogs then I have to roll back the throttle to a quarter turn for it to barely hit 30. Any ideas why?

How do I return it to stock?

I bought this yesterday and knew it was worked on but looking for help on trying to get it back to stock. Not sure where to start. It’s doesn’t stay revving that high it eventually settles.
