My sibling is going to school, and has been renting an apartment for almost 3 years. When we were touring it initially, they had told us that gas was included.

Almost three years later, and we are hit with an almost 5k gas bill. It was really staggering because they never sent us a gas bill prior over the almost 3 years we’ve been there. My sibling is planning on moving out soon, and is worried they are just going to take his entire deposit.

The apartment manager also doesn’t seem like he wants to cooperate and says it must be paid before he moves out. Is there anything we can do?
