How to solve this issue

Introduce nightly tax on tourists from Airbnb short let to hotel - many cities do that.
Increase VAT on tourist, if you're a resident show identification to avoid the tax or file a tax return if your card is under process. Another way could be the government returns it to you after your employer uploads FS3s and then you claim it via Revolut/bank statements or physical invoices. I hate the digital Euro but this could also make it easier.
Tourist vs non-tourist price tiers for cab rides- do a kyc to prove you're a resident, tourist pay 5% surcharge.
Ban on Airbnb and short lets unless it's owner occupied. Short lets must be for residents only if those listings were intended as apartments and not zoned for hotels.
Reinvest in infrastructure
Introduce light rail/tram/metro now.
Introduce proper zoning - draw a line where you can build up and densify and concentrate density over there and zone other areas where you can't build more than x floors like suburbs or specific streets.
Every new building must have underground parking for residents and dedicated temporary unloading zones underground with life access for heavy equipment, pallets etc.
More hospitals immediately.
Raise minimum wage to match actual inflation, this would force businesses to charge what is fair to reflect the current inflation and raise more money for the government.

I live in a tiny island country where guns are illegal and they have extremely stupid laws when it comes to self defense.
Hell, even pepper spray is illegal here.
My country and neighborhood used to be very safe until now.
There has been a spate of reports of drugged up violent youths harassing women, threatening to r@pe them and most recently a bone chilling violent break in by two guys armed with rods threatening to kill a guy and these fellas were coked up.
For context - I'm a tiny 5'6 guy, there is only so much muscle I can put on when I'm facing guys twice my size who are high on god knows what?
First variable lethality - because of the strict self defense laws I don't want to accidently kill or permanently disable someone. If I do so even if I can prove my life was in danger I could be the one who ends up in prison.
Second variable - practicality given I'm such a short person.
