I have questions about how establishment licenses work.

My friend is a lash artist in California. She subleases a room from someone that rents a studio in a larger building. The landlord does permanent makeup only. The landlord also rents another room to someone that does lashes and hair.

My friend needs an establishment license. I read that only one is needed per address. Who should file for it? My friend said that it had to be her because the landlord doesn't need it for permanent makeup.

The landlord said that she didnt think it was a good idea for her to get the license because that meant the place could get inspected.

The other person doing lashes has not passed her esthetician test yet. (I has been a year). The landlord told her that she would be a huge fine if they found out that there was an unlicensed person there. There is nothing she can do about that person. Would she really get fined or is the landlord trying to scare her? How do you force someone to get their stuff done? She is just a fellow tenant.

She is stuck in a lease. She wants to have everything to he correctly and legal. What is the best next step?
