If all bacteria dies when I cook meat thoroughly then why can't I cook and kill all bacteria and safely eat expired meat?

I'm going to try and hold off on speaking and reading until I get 500-600h like the roadmap recommends. However, when I do start, what do I start with?
Every time I search for a Spanish dictionary I only get English translations. But I want to look up a word and get it's meaning in Spanish only. For context, I'm at 220h and watch 50-55 level videos primarily.
Because this is passive learning, I'm just consuming videos, it's like watching web series. Do I describe this as studying Spanish? I don't quite feel like I'm studying though
Like grocery stores, online, signs etc?
My total food budget (not including protein powder which is around $40/mo) is $500. Which sounds crazy to me but I literally don't drink coffee or tea, get lunch at work ($10) once a week, eat out with friends at a restaurant ($30 ~ $40) maybe 2-3 times a month, few drinks in a pub or from LCBO, and never get food delivered.
I'm 27M and taller than average with an active fitness routine so I tend to consume more food so my groceries turn out to be around $350 a month.
My take home is $5500 so food literally takes away approximately 10% of that. Am I spending too much?
