Controller connection is messed up.

I’m having an issue with my PS5 and I don’t think it’s the controller because I’ve tried two different DualSense controllers and both have the exact same problem. Both controllers work normally on the PS5 home screen over Bluetooth, but as soon as I open any game, the controller stops responding and the game doesn’t recognize it. Custom button assignments also show as enabled but don’t actually work. I tested the newer controller on a Windows laptop over Bluetooth and it works normally there, and its firmware is up to date. I also tried two different USB cables, including one that I know supports data transfer, and multiple USB ports. The controller charges but won’t properly connect in Safe Mode, and pressing the PS button in Safe Mode does nothing. The PS5 is fully updated, and the issue happens on a different PS5 user account too. I’ve also tried resetting the controller and changing the communication method between USB and Bluetooth, but the problem remains.
