Found this plastic 'fluid reservoir'? Behind the rear shock. Any idea and if the black debris is a bad sign?

Found this lil guy trying to get into the facility. I turned them down and moved them away from the base of the building where we spray pesticides for (hate that but out of my control)

Anyone know the ID?

Am I able to put Jockey Wheels in an industrial parts washer? Are the bearings sealed or at least don't need to worry about hot solution getting in?
