Where do i find Ghastly?

I beat the elite four and caught Jirachi so I thought to go to Mt Pyre to catch Ghastly, but all I'm finding is Misdreavus, Cubone and the usual Shuppet. Is it in a specific room? Or only at a specific time of day?

Can this be covered without laser beforehand?

I gave this to myself while I was in the middle of a psychotic episode, it makes me very sad. Can it be covered up without laser sessions? Ive considered blacking it out, but maybe I have other options?
