Big difference in credit limits offered across credit card portfolio

This is more of a curiosity question than anything. When I applied for my credit card there was some big differences in limits offered. On the base and world cards I was offered 6k on the world elite I was offered $4500 which I took. I have over 100k in available credit across all my cards and lines of credit so the utilization isn't an issue.

On the United and Cathay cards though I was offered a 20k limit. Does Neo do this to try to entice people onto those cards? I could see the United card being useful to a few people but that Cathay card is so niche that unless you live in Toronto or Vancouver and frequently travel to Hong Kong what use is anyone going to have for it?

I'm looking to make a joint bank account with my father and he's not great with technology. Sometimes he needs a little extra money until his oas and cpp come in and it can be difficult to get it to him. If I made a joint account with him and moved him a little money would he be able to use the debit card at the post office to re deposit the money when he pays me back or does it need to be through the QR code on the app?
