Ealing Council approves new four-year plan with nine priorities

Labour-run Ealing Council has approved a new four-year Council Plan setting out nine priorities that will guide the local authority’s work over the next four years.

The plan, debated at a full council meeting on Tuesday (30 June 2026), aims to tackle issues including crime and antisocial behaviour, housing, climate change, children’s services, jobs, health and investment across the borough.

Council leader Councillor Peter Mason said the plan translated the commitments made at the local elections into “a four-year plan of action” and would shape the work of both councillors and council officers over the next four years.

In a post published on the council’s Around Ealing website following the meeting, Councillor Mason said: “The council plan is, most importantly, a promise to you, our residents. It sets out the things that we are trying to achieve. We are making a commitment that this is where we are focusing our efforts. And we want you to hold us to account for delivering it.”

Ealing Council described the plan’s nine missions as:
crack down on crime and anti-social behaviour and tackle its root causes
secure a safe and genuinely affordable home for every family while working to end homelessness and rough sleeping
take decisive action on the climate emergency while keeping streets clean and roads clear
ensure every child has the best start in life and tackle the barriers holding young people back
create an inclusive economy, help bring down the cost of living and use taxpayers’ money efficiently
bring more good, well-paid jobs to the borough and breathe new life into town centres
strengthen neighbourhoods and community pride
enable people to live healthier lives while tackling inequalities
deliver sustainable growth with investment across all seven towns in the borough

Councillor Mason said the plan built on what he described as achievements over the past four years, including delivering new homes despite a difficult housing market, expanding climate action and creating new parks and green spaces.

He said: “This is why we have called this council plan ‘Values in Action’.

“It is a restatement of the progressive values that drive this administration and it is a practical plan of action that shows the difference people will see in their lives.”

The Council Plan was approved despite opposition from the Liberal Democrats, Conservatives and Green Party, whose councillors all voted against it during the meeting.

Leader of Ealing Liberal Democrats, Councillor Gary Malcolm said the Liberal Democrats believed the plan failed to address residents’ concerns over housing, children’s services, street cleanliness, crime and anti-social behaviour.

While Ealing Conservatives leader Councillor Julian Gallant said the plan contained “warm words” but lacked detail and measurable targets, arguing it failed to demonstrate how the council would deliver its ambitions.

Ealing decides 2026 : Greens win North Acton ward by-election

Marijn van de Geer from Ealing Greens has won the North Acton ward by-election which took place on 25 June 2026.

The Ealing Council by-election, which saw a 24.21% voter turnout, was triggered following the resignation of Green Party councillor Simon Anthony, who stepped down shortly after being elected last month (7 May 2026) citing health reasons.

Ms van de Geer added: “People on the doorstep have been so kind, so welcoming. I’ve been invited in for cups of tea, glass of water. It’s been absolutely phenomenal. The welcome I’ve had from the community, I’ve heard some really serious things that people need help with, and I cannot wait to get to work and work for the people of North Acton.”

Ealing Council leader Peter Mason has been challenged over a series of social media posts made before he became council leader.

The posts, made between 2007 and 2010, included a comment about attending meetings in Southall and “not understanding all this punjabi”, a separate post describing Birmingham as a “scum pit”, and a joke about pushing a Conservative and a Liberal Democrat off a cliff.

Councillor Mason, who is also seeking election to Labour’s National Executive Committee, said the posts were nearly 20 years old, had been deleted many years ago and were “not how I communicate now”.

Critics have called on him to apologise and make amends with the Punjabi community, while Mason has declined to apologise for the posts.

Hanwell frustration grows as emergency gas works cause traffic chaos

A new gas leak has caused major traffic disruption at one of Hanwell’s busiest junctions, with gas network operator Cadent carrying out emergency repairs and revealing plans to replace pipework in the area.

Cadent was called to reports of a gas leak on Uxbridge Road late last week and initially carried out investigations in the footway. The works moved into the road on Tuesday, with temporary traffic lights and a westbound lane closure introduced at the junction of Uxbridge Road, Boston Road and The Broadway. The company has not yet provided an end date for the emergency repairs.

The emergency works have led to lengthy traffic queues around the area, with EALING.NEWS observing heavy congestion on roads approaching the junction and causing disruption for businesses, residents, public transport and people travelling through Hanwell.

Ombudsman reveals failings behind Ealing Council housing investigation

The Housing Ombudsman has revealed it opened a Tier 1 investigation into Ealing Council’s housing service after identifying a high incidence of maladministration and severe maladministration findings in complaints from residents living in council homes, with leaks, damp and mould among the key concerns.

In the Housing Ombudsman’s annual performance figures for 2023-24, Labour-run Ealing Council recorded a maladministration rate of 89%, up from 63% the previous year and significantly higher than the national average of 73%.

Separately, the Ombudsman told EALING.NEWS that analysis used as part of its decision to open the Tier 1 investigation, covering the period from December 2023 to November 2024, found Ealing Council had a maladministration rate of 79% and a severe maladministration rate of 13.4%. The two figures relate to different assessment periods and datasets used by the Ombudsman.

Tier 1 investigations are used by the Housing Ombudsman where complaint data identifies wider service issues that require further scrutiny and improvement.

The findings were published as part of the Housing Ombudsman’s further investigation process, which examines landlords where complaint data suggests potential systemic issues.

Information provided by the Ombudsman to EALING.NEWS shows the 2023-24 figures were based on 74 findings across 31 determinations.
The Ombudsman said the cases it reviewed highlighted problems with contractor management, poor information and knowledge management, communication with residents and consideration of vulnerable residents.

It also found the council repeatedly failed to log, respond to or escalate complaints and did not always provide remedies it had promised to residents.
The Ombudsman subsequently reviewed 13 determinations issued between 20 July 2024 and 20 January 2025 to identify more recent themes.
Across those cases, it made 38 findings and recorded a maladministration rate of 79%.

While that represented a reduction in the overall maladministration rate compared with the previous year, the rate of severe maladministration findings increased from 9% to 18%, with seven severe maladministration findings recorded during the period reviewed.

The Ombudsman also said that every leak, damp and mould case reviewed during the six-month period resulted in a maladministration finding, with three severe maladministration findings recorded.

Ealing Council faces £6.55m write-off as housing companies head for closure

Ealing Council is considering closing its two wholly owned housing companies after independent reviews concluded they are no longer financially viable, leaving the local authority facing a projected £6.55m write-off.

Cabinet members will be asked on Wednesday (10 June) to approve the closure of Broadway Living and Broadway Living Registered Provider (BLRP), which were set up by Labour-run Ealing Council to help deliver affordable homes in the borough.

Reviews by housing consultancy Campbell Tickell and auditors Grant Thornton concluded the companies were no longer financially sustainable, with income insufficient to cover their debts and operating costs.
The council has injected almost £43m into the two companies through loans and equity funding. Valuations suggest around £36.35m could be recovered through the transfer of housing assets, leaving a projected £6.55m shortfall.

Earlier financial reviews found the companies were in a negative equity position of around £15m, with funding from the council significantly exceeding the value of their assets. However, updated valuations suggest the council could recover more of its investment through the transfer of housing assets, reducing the projected write-off to £6.55m.
