This is a million dollar a month repeat experiment. People who are in encampments are there because they rather have their drugs than a home. Most have had many levels of assistance over the years all of which failed because the drug of choice is more important than a home. what has happened in the past is the units being occupied will be destroyed and need to be rebuilt so add a few more million to this. Long story short fix the drug problem and you fix the majority of the homelessness. easily said, harder to do.
