i just go to the episode where barney goes over his pre nup with quinn, and its pissing me off so bad because barney's requests for quinn are so shitty. when he started dating nora, it was implied that he was becoming more mature and serious about his relationships, and so when he got engaged to quinn i was honestly rooting for him. that's why him making all these requests seemed so out of character to me. i think the writers knew barney was known for his wackass personality and they didnt want to let that go, but it just ruined all the character developement he had.

i think she did, since she has multiple times lied and manipulated ted. i even think she lied about why she and the captain divorced, and i think the captain was telling the truth. but what are yalls thoughts?
