[HELP] E-bike goes full speed on all levels of PAS.

E-bike goes full speed on all levels of PAS. It does throttle back down when I engage the throttle, but full speed without throttle. The throttle also does not work with PAS set to 0.
I got this e-bike on Amazon $550 and was refunded $200 because of this issue. They didn’t even try to help me fix it.
I thought that maybe the throttle and PAS sensor wires were swapped but I checked and they don’t seem to be.
Anyone have any ideas?
