Remove this shoot?

Do I need to remove this shoot on the bottom of this young tree? It’s a Nom Doc Mai from a nursery, but this looks to be sprouting from the rootstock. Should I just let it go and see what it produces? Or will the rest of the tree be better without it?

Found amongst an old family album, the surrounding pics were labeled 1958, so I assume this was taken around then. Likely within the US, but I’m not positive. I would love to know where this is.
